Standard Operating Procedure
The rebuilding process of Afghanistan Transit is in full swing leading to a dramatic increase of Afghanistan Transit and the Govt. of Pakistan has extended her full co-operation to brotherly neighboring country. In view of this rapid change we are pleased to mention here under the procedure for the clearance of Afghanistan Transit Goods through Pakistan, which could be divided in to three categories:
– Commercial Cargo
– Non Commercial Cargo (Military and humanitarian relief subsistence cargo)
– U.S. Military cargo
Commercial Cargo:
All type of commercial import is allowed for Afghanistan Transit through Pakistan except cigarettes and auto parts. Transportation of the commercial cargo is only allowed by Pakistan Railway or though NLC (National Logistic Cell, a transportation company, owned by Government of Pakistan) up to Peshawar, NWFP OR Chaman, Baluchistan, the borders cities of Pakistan.
The consignments are unloaded at Karachi (KPT-PICT-KICT) and (QICT ) Bin Qasim Ports and Pakistan Customs formalities for in transit goods are completed before loading into Railway wagons or trucks for final destination in Afghanistan. Transportation through NLC is about 50 to 60% more expensive than Pakistan Railway, but much speedier as well. Following is some relevant information:
Clearance Time at Karachi Sea Ports:
Three to four working days
Transit Time from Karachi Ports to Kabul or Kandhar:
1. By Railway:
30 to 35 days after loading from Karachi (railway wagons supply is subject to availability)
2. By NLC:
15 to 20 days

-Jawaznama (Afghan Government Registration certificate for Afghan Importers)
Non-Commercial Cargo:
Non commercial cargo could be dispatched to final destination by NLC trucks.

By NLC: 15 to 20 days

-Registration Certificate of N.G.O
-Letter from the Afghan consulate in Karachi to collector of customs for exemption of Pakistan Government taxes

-Letter from the consulate/embassy of the respective country to the customs authorities for the clearance of goods without any tax.U.S. Army Cargo:
U.S. Army cargo could be moved by NLC or private trucks. For U.S. Army cargo, we submit the papers along with an authority letter from base commander of the U.S. Army base to the U.S. Consulate General office for completion of the customs formalities. Upon receiving the documents from the U.S. Consulate we arrange for transportation and complete other formalities.
Clearance Time at Karachi Sea Ports:
U.S.A Consulate General Office has to file the papers in customs, which usually takes about 3 to 4 working days.
Transit Time from Karachi Ports to Kabul or Kandhar:
BY National Logistics Cell (NLC) or private trucks: 15 to 20 days after dispatch from Karachi

-Us Military Base Commander Letter for the US Consulate in KarachiNote: All consignees who claim Afghan Government tax exemption must produce Afghan Ministry€™s letter for exemption of taxes for each consignment.
Tips for Preparing Shipping Documents:
– B/L must show the name and address of Afghan importers as consignee
– Description column of B/L, invoice & Packing list must have the inscription, “Goods in Transit to
Afghanistan via Karachi.â€
– All packages must be marked, “Goods in Transit to Afghanistan via Pakistan.â€
– Original B/L should be forwarded direct to us to avoid unnecessary endorsement charges of local
forwarders.
– Karachi shipping Agents should be provided all correct information before the arrival of vessel and
they should be requested to be careful in filing the shipping manifest for Afghan cargo. Pakistan
